This bill, concerning the Kansas Offender Registration Act, prohibits certain sex offenders from living within 1,000 feet of any school property, defining "school property" as any location used by a public or accredited private school for kindergarten through 12th grade instruction. This restriction applies to sex offenders who are 18 or older, must register for life, and whose underlying crime involved a victim under 14 years of age. However, exceptions exist for offenders who already resided at a qualifying location before July 1, 2026, provided they notify law enforcement and prove their prior residency, or for those whose residences become subject to the restriction due to new school property being built or acquired nearby, also requiring notification and proof of prior residency. The bill also amends the definition of "school property" within the existing law and repeals the previous version of K.S.A. 22-4902, which is the section of law being amended.
