AI Summary
This bill, known as the Border Community Act, establishes a framework for designating and supporting municipalities located within 10 miles of Illinois' borders. It allows municipalities to apply for certification as a "border community" if they meet specific criteria, including population decline, elevated poverty levels, and a decrease in business establishments or employment. Once certified, these border communities become eligible for various tax incentives. These include an investment credit, similar to that available in River Edge Redevelopment Zones, and a new construction jobs credit. Additionally, the bill provides exemptions from Use Tax, Service Use Tax, Service Occupation Tax, and Retailers' Occupation Tax for building materials used in border communities, and allows for property tax abatements on properties within these designated areas. The Department of Commerce and Economic Opportunity is tasked with administering the certification process and adopting necessary rules.
