This bill establishes the Substitute Teacher Background Check Task Force to research and propose solutions for making the background check process for licensed substitute teachers more efficient and to allow for reciprocity, meaning substitute teachers wouldn't have to undergo multiple background checks when working in different school districts across various Regional Offices of Education jurisdictions. The Task Force will consist of specific members representing different educational service regions, will receive administrative support from the State Board of Education, and its members will not be compensated. The Task Force is required to submit a report detailing current laws and rules, potential legislative and rule changes to expedite background checks and enable reciprocity, and communication processes for sharing background check information between Regional Offices of Education, along with any identified barriers. This report must be submitted to the State Board of Education and the General Assembly by October 31, 2026, at which point the Task Force will be dissolved. The bill takes effect immediately upon becoming law.
