This bill amends the Environmental Protection Act to allow community water supplies to use state-approved methods, beyond traditional mail, to notify property owners about the presence of lead service lines, which are pipes that carry water from the main to buildings and can leach lead into drinking water. It also exempts community water supplies that replace at least 4,000 lead service lines annually or meet a specific replacement rate from a rule prohibiting partial replacements of these lines, meaning they can replace only a portion of a lead service line in certain high-volume situations. Furthermore, in cities with over 1,000,000 residents, property owners of buildings with renters, daycares, or multiple dwellings must grant access to community water supplies to replace lead service lines on their private property, even if the owner is unavailable or unwilling to consent, with legal occupants having the authority to grant access and the water supply able to use legal means to enforce this.
