This bill continues the Breakthrough Therapies for Veteran Suicide Prevention Program Advisory Council within the Department of Public Health, a council initially established by a previous law (Public Act 103-8). The council's role is to advise the Department on the necessary rules and infrastructure for providing veterans with access to and training for "breakthrough therapies," which are innovative treatments approved by the U.S. Food and Drug Administration (FDA) for veteran suicide prevention. The council will offer guidance on provider qualifications, patient safety, treatment facility standards, federal and state regulations, public awareness campaigns, data dissemination, and ensuring fairness and inclusivity in grant administration and recommendations. The bill also modifies the council's composition, specifying appointments by various legislative leaders and the Governor, along with representatives from relevant state departments and subject matter experts, and mandates that at least three council members must be veterans. Concurrently, this bill repeals provisions related to this council from the Department of Healthcare and Family Services Law.
