This bill requires each school district in Wyoming to develop and implement comprehensive cardiac emergency response plans for all schools and separate plans for athletic programs, which must include protocols for responding to sudden cardiac arrest or similar life-threatening emergencies, the integration of evidence-based emergency cardiovascular care standards, and the availability and proper placement, maintenance, and signage of automatic external defibrillators (AEDs), which are portable devices that can shock a person's heart back into a normal rhythm. The plans also mandate that school nurses and other appropriate personnel, including athletic coaches, receive and maintain training in first aid, cardiopulmonary resuscitation (CPR), and AED use, consistent with national guidelines. To support these requirements, the bill appropriates $50,000 for the 2026-2027 and 2027-2028 school years to help districts cover implementation costs, with priority for reimbursement given to districts with a higher percentage of students eligible for free or reduced-price lunch. The bill also directs school boards to adopt policies and procedures to implement these cardiac emergency response measures starting with the 2026-2027 school year and becomes effective immediately upon becoming law.
