This resolution requests the Hawai?i Health Systems Corporation's East Hawai?i Regional Health Care System (HHSC East Hawai?i Region) to conduct a study to determine the feasibility of establishing a Rural Health Clinic or a similar facility to provide healthcare access to the Volcano community. The study will examine potential locations, operational models like part-time services or mobile clinics, staffing needs, costs, and opportunities for partnerships with local organizations and the National Park. It will also consider the benefits for emergency response, chronic disease management, and visitor safety, as the Volcano area currently lacks direct primary care services and faces challenges due to its rural and isolated nature, as well as risks from wildfires and volcanic activity, impacting both residents and the significant number of annual visitors. The findings and recommendations are to be submitted to the Legislature by early 2027.
