This bill increases the fees charged by the Secretary of State for shipping and handling expenses when serving legal documents, known as "service of process," to defendants via certified mail within the United States, from $15 to $20, and for registered mail outside the United States, from $20 to $25, with these increased fees to be deposited into a special revenue account for the operation of the Secretary of State's office. The bill also provides an exemption from certain business entity formation and registration fees for foreign veteran-owned businesses, meaning businesses owned by veterans who served in foreign conflicts, as defined in the code.
