This bill establishes the Graduate Student Supplemental Revolving Loan Fund to provide supplemental financial aid to certain graduate students who are enrolled in degree-granting programs that do not qualify for federal financial aid borrowing limits for graduate students, and may include fields like nursing, social work, and education. The fund will be managed by a board and will consist of unspent institutional funds, legislative appropriations, private contributions, and loan repayments, with all interest earned also being deposited into the fund. The board will administer the fund, make rules for competitive low-interest loans to cover the gap between federal aid limits and the full cost of a graduate program, and will submit an annual report on its activities. This new fund will be added to the list of existing revolving loan funds that have established standards and procedures for loan management.
