This bill amends Arizona law to streamline the enrollment process for children of active-duty military personnel, particularly those with disabilities. It clarifies that a child meets residency requirements for school enrollment or for receiving special education services if their parent is transferred to a military installation in Arizona under official orders. The bill allows for enrollment applications to be submitted through any means, including remotely or electronically, and expands the acceptable forms of proof of residency to include temporary lodging on or off base, in addition to leased or owned homes and military housing. Crucially, if a school district is notified that a military child is receiving or may be eligible for special education services or accommodations, the district must promptly coordinate with parents and previous schools to ensure a smooth transition and timely continuation of services. This includes accepting unofficial records temporarily, providing comparable services based on existing plans (like an Individualized Education Program or Section 504 plan) until a new assessment or plan is developed, and adopting or developing a new plan within thirty days of enrollment. The Department of Education will also post information on these requirements online. The bill defines "active military duty" and "military installation" and clarifies that "services or accommodations" refers to those provided under federal laws like the Individuals with Disabilities Education Act and the Americans with Disabilities Act.
