Second, it requires each institution to establish a policy, starting with students enrolling in or after 2027, that locks in the tuition rate for an undergraduate student's first academic year throughout their subsequent undergraduate enrollment, provided the student pays an initial fee not exceeding ten percent of their first-year tuition.
