This joint resolution establishes new rules for policy development and impact assessment within the legislative process. Specifically, after a legislator requests new legislation, they must work with the Office of Legislative Research and General Counsel to clearly define the policy problem the bill aims to solve, state their policy goal, and, if possible, set measurable objectives to determine if the legislation is successful. The Office of Legislative Research and General Counsel will then assist in developing this policy information and ensure it's included in the instructions for drafting the legislation. Furthermore, the Office of the Legislative Auditor General, when conducting audits, can request this policy information to help evaluate the effectiveness of existing Utah laws. This resolution takes effect immediately upon its final passage.
