This bill directs the Division of Housing and Community Renewal (DHCR), a state agency responsible for housing matters, to conduct a study on the characteristics of tenants living in rent-stabilized apartments in Nassau, Rockland, and Westchester Counties, as well as in the City of Kingston. The study will collect data on tenant demographics, including income, race, ethnicity, age, gender, the presence and ages of children, and how long they have lived in their current apartment. The results will be reported by county or city, and the DHCR will then issue a report detailing these findings to the governor and legislative leaders. This study is a temporary measure, set to take effect on January 1, 2027, and will automatically expire and be repealed 30 days after the final report is delivered.
