This bill modifies the definition of a "sanctuary policy" for municipalities in Missouri, which are defined as any county, city, town, or village. Previously, a sanctuary policy was understood as an order or ordinance that limited or prohibited municipal officials from cooperating with federal agencies regarding the immigration status of individuals, or that granted illegal aliens rights in violation of federal law. This bill expands that definition to also include policies that intentionally hinder federal agencies from enforcing immigration laws, or that prohibit the construction or permitting of facilities to house individuals detained by federal agencies for lacking lawful presence. The bill reiterates that no municipality shall enact such a policy, and any municipality that does will be ineligible for state grants until the policy is repealed. It also requires municipalities to provide law enforcement officers with written notice of their duty to cooperate with state and federal agencies on immigration enforcement matters.
