This bill prohibits recipients of Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Program (SNAP) benefits from using their electronic benefit transfer (EBT) cards at automated teller machines (ATMs), to receive cash back on purchases, or to otherwise access these benefits as cash. TANF is a federal program that provides cash assistance to low-income families with children, while SNAP, formerly known as food stamps, helps individuals and families buy food. The bill also expands the list of "prohibited establishments" where these benefits cannot be used, which now includes liquor stores, casinos, and establishments with adult-oriented entertainment, and clarifies that "prohibited purchases" include alcoholic beverages, lottery tickets, pornography, and tobacco products, as well as other items deemed not in the best interest of a child or household. Violators of these new restrictions face escalating penalties, including disqualification from TANF benefits for increasing durations for repeat offenses, and fines for store owners or proprietors who knowingly accept EBT cards for prohibited transactions.
