This bill establishes the Child Care Center Employee Subsidy Pilot Program, which aims to provide financial assistance to employees of licensed child care centers who are also parents or guardians of children attending those centers. The program, administered by the office, will offer subsidies to eligible employers for each qualifying child, covering up to 50% of the average monthly child care tuition, provided the employer offers a reduced tuition benefit of at least 50% to their employees. This subsidy is intended for children who do not meet the income eligibility requirements for existing child care subsidies, and an employer cannot receive a subsidy for a child already receiving a subsidy through the standard program. To fund this initiative, a dedicated Child Care Center Employee Subsidy Restricted Account is created within the General Fund, which can receive private donations, legislative appropriations, and investment earnings, with appropriations from this account being nonlapsing. The bill also makes technical amendments to existing law regarding child care subsidy awards and the list of nonlapsing appropriations, and it specifies an effective date of May 6, 2026, with initial appropriations for the fiscal year beginning July 1, 2026.
