It specifies that a ticket reseller can only contract with a buyer or accept payment if they possess the ticket, have a contract to obtain it, or clearly disclose to the buyer that they don't have the ticket and might not be able to supply it at the agreed price, with any oral disclosures needing written confirmation within two business days. The bill also prohibits using venue or event names in the domain name of websites primarily facilitating ticket resales, unless acting on behalf of the venue. Furthermore, it mandates that all advertised ticket prices must clearly state the total price, including any "service charge" (defined as administrative fees, service fees, or similar terms), and that this total price cannot increase once a ticket is offered for sale or resale, with exceptions for delivery charges or dynamic pricing models under specific conditions. Finally, for cancelled live entertainment events, ticket sellers or resellers must provide a full refund, including service charges except for delivery fees, within thirty days of cancellation and clearly inform purchasers of this refund policy before the sale.
