This bill amends Arizona law regarding voter registration status, specifically focusing on how "inactive voters" are handled and introducing new categories for voter registration statuses. Previously, if a voter's name wasn't on the main precinct register, election officials would check an "inactive voter list" and allow them to vote if they affirmed they still lived at the registered address, with their name added to a separate roster. This bill clarifies that this process can occur at any "voting location" and that if the voter has moved, they should be directed to the correct polling place. Crucially, the bill introduces new statuses that county recorders may include with voter registration information, such as "Not registered" for those who haven't provided sufficient proof of citizenship, "Suspense" for incomplete registrations or those not yet old enough to vote, "Not eligible" for those ineligible due to age or citizenship status, and "Canceled" for voters who have died, been convicted of a felony without restored rights, declared incapacitated, moved, self-reported as non-citizens or non-residents, requested cancellation, or have been inactive for a significant period. After an election, voters who were on the inactive list and voted will have their status returned to active.
