This bill, known as the Expanding Physician Access Act, allows the Wyoming Board of Medicine to grant provisional medical licenses to internationally trained physicians who have a job offer in Wyoming, provided they meet specific criteria such as having a medical doctorate from an approved program, being licensed in good standing in their home country for a certain period, demonstrating English fluency, passing background checks, and passing parts of U.S. medical licensing exams. These provisional licenses are subject to supervision by a qualified Wyoming physician and require monthly reporting to the board to ensure patient safety and physician competency. After three years of successful practice in Wyoming under the provisional license, and meeting further requirements including passing the final part of the U.S. medical licensing exams, these physicians can apply for a full, unrestricted license. The bill also makes conforming amendments to existing laws to include these internationally trained physicians within the scope of various medical board regulations and definitions, and requires the board to adopt necessary rules and sets effective dates for the act.
