This bill amends existing law regarding eminent domain, which is the government's power to take private property for public use, even if the owner does not wish to sell, provided just compensation is paid. Currently, when a public entity threatens to use eminent domain to acquire property, they are required to pay up to $5,000 for an independent appraisal ordered by the property owner. This bill expands that requirement by mandating that public entities pay the *full* reasonable costs of such an independent appraisal if the eminent domain threat is related to the construction of facilities for the isolated transfer of water across the Sacramento-San Joaquin Delta or for high-speed rail projects.
