This bill allows owners or their contractors to hire qualified third-party inspectors, such as licensed architects, professional engineers, or individuals certified by the International Code Council or the local authority, to conduct building permit inspections at their own expense, provided these inspectors are not involved in the project's design or financially linked to the parties involved. The local enforcement authority, which is the city, town, or county responsible for enforcing building codes, must be notified in writing, either when the permit application is filed or before each scheduled inspection, about the use of a third-party inspector, and these inspectors must submit their reports to the local authority, which has the final say on accepting them. Importantly, third-party inspectors cannot issue a certificate of occupancy, which remains the responsibility of the local enforcement authority, and they must carry at least one million dollars in liability insurance, with specific types of insurance required depending on their qualifications. This new provision will apply to building permit applications submitted on or after July 1, 2026.
