This bill mandates that the Maryland Department of Health (MDH) ensure at least 24 licensed adolescent psychiatric inpatient beds, which are specialized units providing 24-hour care for individuals aged 12 to under 17, are established and continuously operated in Prince George's County, potentially through expanding existing facilities, contracting with private operators, or forming public-private partnerships. If expanding existing capacity isn't feasible by June 30, 2027, MDH must issue a request for proposals to establish these beds, prioritizing solutions that reduce emergency department boarding and overstays for young people needing psychiatric care, are trackable in state systems, and ensure access regardless of insurance. The bill also requires MDH to administer a grant program to fund capital costs for establishing these beds, such as renovations and safety upgrades, and mandates that the beds be fully operational by December 31, 2028. Furthermore, MDH will report annually on the availability and metrics related to these beds, and conduct a study on best practices for adolescent psychiatric inpatient care, with the entire act taking effect on June 1, 2026.
