This bill, titled the "Foster Care Stabilization Act of 2026," proposes to amend Title IV of the Social Security Act by establishing a demonstration grant program to provide emergency relief and improve pre-placement services for foster youth. The program will award up to three grants, each not exceeding $1,000,000, to foster care stabilization agencies, which are defined as local public or private nonprofit entities with experience serving children in foster care up to age 26. These agencies will have three years to utilize the funds for activities such as hiring staff to provide emergency relief, offering up to $250 per year in clothing and necessities per foster youth, purchasing food and equipment, preventing and responding to child abuse and neglect, and providing other extraordinary or emergency assistance. The Secretary will also reserve funds for administration and oversight, and will report to Congress on the use of these grants and their impact on foster youth, including data on clothing and necessities provided and an evaluation of case outcomes and home transfers, which refers to the initial placement and any subsequent moves a foster youth experiences. The funding for this program will come from any increase in funds made available under a specific section of the Social Security Act that exceeds $5,000,000 compared to the previous fiscal year.
