This bill requires the University of Maryland, College Park, with assistance from the Department of Human Services (the "Department"), to conduct a feasibility study for establishing and operating a "Supporting Our Caregiver Infrastructure Program," which would explore providing monthly payments to caregivers for each dependent they care for. The study will examine the economic impact on the state, including potential increases in labor force participation and tax revenues, and will also explore appropriate stipend amounts for caregivers that benefit the state economy while minimizing costs. The Department will help by identifying funding sources, administrative needs, and costs, and by consulting with relevant state and local agencies. The University of Maryland, College Park is also tasked with exploring appropriate caregiver stipend amounts to maximize economic benefit and minimize fiscal impact. Finally, the University of Maryland, College Park must submit a report of its findings and recommendations to specific legislative committees by July 1, 2028.
