This bill, titled the "Modernizing and Improving the National Terrorism Advisory System Act of 2026," directs the Secretary of Homeland Security to develop and submit a comprehensive strategy to update the National Terrorism Advisory System (NTAS) within one year of the bill's enactment. The NTAS is the system used to communicate information about terrorist threats to the American public. The strategy must consider various aspects, including designating a specific office to oversee the NTAS, establishing clear rules for issuing and expiring NTAS bulletins and alerts, improving public access to these alerts, assessing the NTAS's effectiveness in providing timely and detailed threat information, evaluating its impact on law enforcement and emergency responders' ability to counter threats, and finding ways to ensure alerts reach the widest possible audience. To inform this strategy, the Secretary is required to consult with various individuals, stakeholders, private sector entities, and law enforcement agencies at all levels of government. Additionally, the Comptroller General of the United States will review the implementation of this section and submit a report to Congress within two years of the bill's enactment.
