This bill establishes the Senior Nutrition Private Donation Matching Fund to incentivize private donations for senior nutrition programs, defining "area need" as the food and nutrition requirements of seniors in a local area, considering those receiving or waiting for home-delivered meals and their proportion to the total population. The fund will be comprised of legislative appropriations, private donations, and interest earned, and its distributions will be used to match private donations raised by local area agencies and to support home-delivered meals for seniors, with funds not including donations or appropriations made before July 1, 2025. Local area agencies can receive matching funds from the division if they raise a private donation that is separate from other matching funds, not an in-kind donation, and not from a recipient of their services, with certain public entity donations also eligible for matching if they exceed previous years' contributions. The division will create a formula for distributing these funds, which will be based on area need, consider the existing state formula, and account for higher costs and reduced fundraising capacity in rural areas, and this formula will be reported to the Social Services Appropriations Subcommittee.
