This bill amends Iowa law to limit the authority of unit owners associations, which are organizations that manage condominiums or other multi-unit properties, in restricting the planting of native vegetation on individual unit owners' lawns. Native vegetation is defined as plant species naturally found in Iowa before European settlement, such as grasses, flowers, shrubs, and trees. The bill allows unit owners to plant and grow this native vegetation as long as it is kept free of weeds, invasive species, and trash, and does not encroach on neighboring properties, sidewalks, streets, or interfere with traffic or utilities. While unit owners associations can still create reasonable rules for planned and maintained native vegetation, these rules cannot prevent proper care or impose height restrictions. Importantly, these new provisions do not apply to common areas or property owned by the association where individual unit owners do not have landscaping control.
