This bill modifies West Virginia's high school graduation requirements by removing a mandatory, standalone computer science course and instead establishing a computer literacy proficiency requirement for all students. Computer literacy is defined as the ability to effectively and responsibly use technology for learning, communication, productivity, and employment, encompassing basic computer operations, file management, productivity software, internet safety, cybersecurity awareness, and digital citizenship, but it does not require instruction in computer programming or computational theory. Students can demonstrate this proficiency through various methods determined by the local county board of education, including completing a dedicated computer literacy course, a career and technical education or business education course that integrates technology skills, embedded instruction across multiple subjects, or by demonstrating competency through an industry-recognized credential, portfolio, or locally approved assessment. Importantly, this bill restores local flexibility to school districts in how they implement this requirement and explicitly states that it does not prohibit or discourage county boards from offering advanced computer science courses or pathways for students who wish to pursue them, preserving those opportunities.
