This bill authorizes the State of Mississippi to issue up to $2,000,000 in general obligation bonds, which are backed by the full faith and credit of the state, to fund the repair, renovation, or construction of the Black Prairie Blues Museum in West Point, Mississippi, with no bonds to be issued after July 1, 2030. The proceeds from these bonds will be placed in a dedicated fund, the "2026 Black Prairie Blues Museum Improvements Fund," and can be disbursed by the Department of Finance and Administration to cover the museum's project costs. Any remaining funds in this special account after the projects are completed will be used to pay off the debt incurred from the bonds. The State Bond Commission, referred to as the "Commission," will oversee the issuance and sale of these bonds, following the procedures outlined in Section 1 of the act, which details the requirements for bond issuance, including their maturity, interest rates, and legal standing as negotiable instruments.
