This bill establishes a veteran health care review to be conducted by the department of veterans' services in collaboration with the department of health, with a report due to the legislature by December 31, 2027. The review will comprehensively examine ways to improve health and mental health care access for veterans and their families in the state, including addressing issues like post-traumatic stress disorder (PTSD), depression, anxiety, military sexual trauma, reproductive and mental health conditions, and suicide prevention. It will also focus on increasing access for women veterans, identifying all available federal and other health benefits, and improving coordination with various agencies and providers to help veterans enroll in health plans and receive timely care. Additionally, the study will evaluate existing programs, assess the needs of women veterans, consider the potential impact of health care navigators to assist veterans, examine delays in receiving care, and explore the effectiveness of "health care choice accounts" for certain veterans, which are individual savings accounts for healthcare expenses that could be tax-deductible.
