This bill authorizes the City of Alabaster to establish up to two entertainment districts, which are designated areas within the city that can include businesses licensed by the Alabama Alcoholic Beverage Control Board (ABC Board) to sell alcohol for consumption on-site. These districts cannot exceed half a mile by half a mile. The Alabaster City Council will decide the specific rules for these districts through an ordinance, including their operating hours, how they can be revoked, and other operational aspects. Businesses within these districts that are licensed by the ABC Board can obtain a special permit allowing patrons to take open containers of alcohol outside the licensed premises but within the boundaries of the entertainment district. However, patrons cannot bring open or closed containers of alcohol into another licensed establishment within the district, nor can they bring alcohol acquired outside the district into the district during its operating hours. The city will be responsible for enforcing these rules and can impose penalties for violations. This act is based on a constitutional provision granting such authority and will take effect on June 1, 2026.
