Bill Summary

This bill establishes a graduation requirement for instruction related to food nutrition and preparation. School districts, accredited nonpublic schools, charter schools, and innovation zone schools are to require students, beginning with students in the 2030-2031 graduating class, in grades 9 through 12 to complete as a condition of graduation one-half unit of instruction related to food nutrition and preparation. A student may satisfy this graduation requirement by completing one semester of instruction related to food nutrition and preparation in grade seven or eight. The bill may include a state mandate as defined in Code section 25B.3. The bill requires that the state cost of any state mandate included in the bill be paid by a school district from state school foundation aid received by the school district under Code section 257.16. The specification is deemed to constitute state compliance with any state mandate funding-related requirements of Code section 25B.2. The inclusion of this specification is intended to reinstate the requirement of political subdivisions to comply with any state mandates included in the bill.

AI Summary

This bill establishes a new graduation requirement for students in Iowa, mandating that beginning with the graduating class of 2030-2031, all students in grades nine through twelve must complete a half-unit of instruction in food nutrition and preparation to graduate. This requirement can also be fulfilled by completing a semester of such instruction in seventh or eighth grade. The bill applies to school districts, accredited nonpublic schools, charter schools, and innovation zone schools. Importantly, any costs incurred by school districts due to this new state mandate will be covered by the school districts themselves using state school foundation aid, as defined by Code section 257.16, and this provision is intended to satisfy any state funding-related requirements for mandates.
