This bill establishes new transparency requirements for fire insurers in Idaho, requiring them to submit complete rate filings, including details about any wildfire risk models or scoring methods used, to the director of the department of insurance at least sixty days before they take effect. Insurers must also make information readily accessible on their public websites regarding premium discounts or adjustments available to policyholders who take property-specific or community-level wildfire mitigation actions, along with the process for appealing a wildfire risk score. Furthermore, insurers will be obligated to provide annual written notices to policyholders and applicants detailing applicable mitigation discounts, their wildfire risk score, and any other wildfire risk classifications used in underwriting, pricing, or surcharging premiums, including a plain-language explanation of how these scores are determined and the impact of mitigation efforts. The department of insurance will collect annual data from fire insurers on wildfire-related exposures and claims, and by January 1, 2027, will make aggregated, anonymized data and general insurance information available to consumers on its website, with the department also empowered to create further rules to implement these provisions. The bill also declares an emergency, making its provisions effective on July 1, 2026.
