This bill authorizes the City of Alabaster to establish up to two entertainment districts, which are designated areas defined in the city's code, each not exceeding one-half mile by one-half mile and potentially containing multiple businesses licensed by the Alabama Alcoholic Beverage Control Board (ABC Board) to sell alcohol for on-premises consumption. The city council will pass an ordinance to regulate these districts, including their operating hours, the possibility of revoking their designation, and other operational aspects. Businesses within these districts that hold an ABC Board retail license for on-premises consumption can obtain a special entertainment district permit. With this permit, patrons can carry open containers of alcohol within the boundaries of the entertainment district but cannot take them into another licensed establishment or bring in alcohol purchased elsewhere. The city's ordinance will also prohibit individuals from bringing alcohol acquired outside the district into the district during its operating hours. The City of Alabaster will be responsible for enforcing this ordinance and establishing penalties for violations. This act is based on constitutional authority and will take effect on June 1, 2026.
