This bill, effective July 1, 2026, prohibits colleges and universities in the state from decreasing the amount of financial aid they offer to a student simply because that student has received an external scholarship from any source, whether private or public. However, institutions can still reduce financial aid if a student's total aid, which includes all scholarships, grants, and federal, state, and institutional aid (but not student loans), exceeds their cost of attendance, as defined by federal law (20 USC 1087ll). Additionally, exceptions allow for reductions if a student athlete's aid needs to comply with athletic association rules, such as those from the NCAA, or if the student receives a grant from the Roberta B. Willis Scholarship program.
