This bill establishes new procedures for handling cases that challenge the constitutionality of Wyoming statutes or session laws, meaning laws passed by the state legislature. Specifically, it mandates that any case seeking to stop the enforcement of a law through an injunction, which is a court order to prevent an action, must be heard by a panel of three district court judges, rather than a single judge. This panel will consist of one judge from the district where the case is filed and two judges randomly selected from other districts, with the most senior judge presiding. While a single judge can issue a temporary restraining order to prevent immediate harm, a preliminary or permanent injunction to stop a law's enforcement can only be granted by this three-judge panel. These new rules apply to cases filed on or after the bill's effective date of July 1, 2026, and also to existing cases where a constitutional challenge is raised after that date.
