This bill, effective October 1, 2026, amends existing law concerning the reporting of water quality test results from private wells serving residential properties and semipublic wells. Previously, disclosure of these results by the local health authority or the Department of Public Health (the state agency responsible for health matters) required approval from the Commissioner of Public Health. The bill removes this requirement, allowing these authorities to disclose the test results and related investigation information directly to the owner of the property where the well is located, the owner of any property that gets water from that well, and the owner of any property adjacent to the well property or that also obtains water from the well. Additionally, disclosure is permitted to prospective buyers who have signed a purchase contract, other individuals or entities when necessary for the authorities to fulfill their legal duties, and agents of state agencies, without needing the Commissioner's specific approval for each disclosure.
