This bill establishes a statewide electronic motor vehicle registration and license plate issuance system, which is defined as a comprehensive system managed by the Department of Transportation (DOT) to handle all aspects of registering vehicles and issuing license plates. The DOT is mandated to implement this system by July 1, 2028, and it must be capable of processing all registration transactions, issuing various plate-related items, calculating and collecting fees for registrations, specialty plates, and related donations, as well as sales and use taxes. The DOT can hire vendors to develop and manage this system and may charge a transaction fee of up to $5.00 to cover costs. Once the system is active, all county treasurers must use it for their motor vehicle registration duties, and the DOT will maintain vehicle registration records within this new system, replacing older methods of record-keeping. The development of this system is considered part of a larger project to replace the state's revenue information system and will be eligible for funding through existing provisions. The DOT is also authorized to create necessary rules and regulations for the system's implementation, with most provisions taking effect on July 1, 2028, while some administrative sections become effective immediately upon the bill's passage.
