This bill amends the Political Reform Act of 1974 to expand disclosure requirements for nonprofit organizations that pay for travel by elected state and local officials. Previously, only nonprofits that regularly organized travel for officials and met certain spending thresholds had to disclose donors who gave at least $1,000 and accompanied the official. Now, any nonprofit spending over $10,000 annually, or over $5,000 for a single official, on such travel must disclose the names of donors who gave $1,000 or more in the prior year and accompanied the official, as well as each specific travel expenditure and the name of the official for whom it was made. These organizations will also need to keep detailed records for a specified period, and a violation of these expanded rules constitutes a misdemeanor, creating a state-mandated local program for which no reimbursement is required.
