This bill, building upon California's efforts to address climate change through the California Global Warming Solutions Act of 2006, places new cost limitations on regulations adopted by the State Air Resources Board and the South Coast Air Quality Management District. Specifically, the State Air Resources Board is prohibited from enacting any rule that would increase the cost of a gallon of gasoline by more than $0.02 or raise the cost of building a home by $2,000 or more, and must provide legislative committees with data proving compliance with these limits. Similarly, the South Coast Air Quality Management District, which is responsible for air pollution control in a specific region of Southern California, is barred from adopting regulations that would increase gasoline costs by more than $0.02 per gallon, add $2,000 or more to the cost of building a home, or add $5,000 or more to the cost of constructing a nonresidential building, and must also submit compliance data to the Legislature. The bill also acknowledges that if these new requirements are deemed to impose costs on local entities, the state will reimburse them according to established procedures.
