This bill makes permanent several provisions related to public contracts for school and community college districts, removing the January 1, 2027, expiration date for job order contracting, which is a method for districts to contract for public works projects. It also clarifies that task order procurement contracts and job order contracts, as well as any individual task orders or job orders issued under them, cannot exceed five years in duration, but individual orders remain valid even if the main contract expires. The bill also removes requirements for school districts to prepare an execution plan for modernization projects eligible for job order contracting and to determine if job order contracting will reduce total project costs. Additionally, it maintains the requirement for entities awarded job order contracts over $25,000 to use a skilled and trained workforce, unless a project labor agreement is in place that already mandates this.
