The bill also introduces new requirements for products labeled "compostable" or "home compostable," including that they must be allowable agricultural organic inputs under the USDA National Organic Program by January 1, 2026, unless CalRecycle establishes a bifurcated collection system for organic waste suitable for agricultural use. Furthermore, products must not exceed a total organic fluorine concentration of 100 parts per million, and they must be designed to be associated with the recovery of desirable organic wastes like food scraps and yard trimmings for composting. The bill also clarifies that compliance with these standards does not exempt products from other marketing regulations.
