This bill requires the Commission on Peace Officer Standards and Training (POST), by July 1, 2027, to create and maintain a training course of at least three hours for peace officers on how to detect and apprehend drivers who appear to be under the influence of drugs or alcohol, a violation of Vehicle Code Section 23152. This course will cover topics like standardized field sobriety testing, the effects of various drugs, and proper report writing. Peace officers primarily assigned to traffic enforcement must complete this training within one year of their assignment and then every two years thereafter, though they can fulfill this requirement by completing other approved POST-certified courses, such as those offered by the California Highway Patrol on standardized field sobriety testing or drug recognition. The bill acknowledges that this new training requirement may create costs for local governments, and if the Commission on State Mandates determines these are state-mandated costs, the state will provide reimbursement.
