This bill modifies existing law regarding employer-employee relations for the California State University (CSU) by removing specific requirements for written agreements that need legislative approval. Previously, such agreements had to be approved by the Legislature or other agencies to be effective, and if not fully funded or acted upon, they were sent back for further negotiation. This bill eliminates those stipulations. Additionally, it clarifies that the CSU's duty to "meet and confer in good faith" – meaning to negotiate and reach agreements with employee organizations – does not exempt them from fulfilling their commitments under any collectively bargained agreements that have been formally negotiated and approved by both the CSU and a labor organization.
