This bill, known as the "Not On Our Dime Act," prohibits certain nonprofit organizations, defined as those exempt from taxation under sections 501(c)(3) or (4) of the Internal Revenue Code, from knowingly providing unauthorized support to Israeli settlement activity. Unauthorized support is broadly defined to include aiding or abetting actions by the Israeli government or its citizens that are banned under the Geneva Conventions, such as the unlawful transfer of Israeli civilians into occupied territories, violence against protected persons (individuals protected under international humanitarian law, including civilians in occupied territories), crimes against property like destruction of homes or crops, unilateral land acquisition, forced transfers or evictions of protected persons, and destruction of infrastructure. The bill authorizes the Attorney General to file lawsuits seeking injunctive relief and substantial damages, at least $1,000,000, against nonprofit organizations violating these provisions, and individuals harmed by such violations can also sue for damages and attorney's fees. Upon notification of a judgment against a nonprofit organization, the Secretary of State will remove that organization from the Registry of Charitable Solicitation, preventing it from soliciting donations in the state.
