This bill, effective October 1, 2026, prohibits contractors and vendors who have contracts with the state from knowingly using public funds or state resources to influence employees' decisions regarding joining or opposing an employee organization, which refers to a union or similar group representing workers. Specifically, these contractors and vendors are forbidden from using public money to campaign against employees' efforts to gain or keep collective bargaining rights or to certify an employee organization as their exclusive representative, and they are also prohibited from using public funds or resources for anti-union activities. However, these restrictions do not apply to activities related to addressing grievances, negotiating or administering collective bargaining agreements, allowing employee organizations access to state facilities, performing legally required activities, or entering into voluntary recognition agreements.
