This bill updates regulations for local governments regarding the permitting and inspection of residential solar energy systems. It redefines "solar permitting software" to include automated systems that review plans against current building, electrical, and fire codes, issue code-compliant permits, accept online payments, and issue permits immediately upon payment. The bill extends the deadline for counties and municipalities to implement this software from August 1, 2025, to August 1, 2027, and also requires them to authorize remote inspections for these systems by that date, using recorded video or photographs, with a cost limit of $100 and no more than one required remote inspection unless the first fails. Furthermore, after August 1, 2027, local governments will be prohibited from charging more than $200 for a solar permitting fee for residential systems, and manual review during the permitting and inspection process will be disallowed for permits approved by the software. The Attorney General is empowered to seek legal action against any county or municipality that fails to comply with these requirements.
