This bill mandates that if Allegany County decides to join the Correctional Officers' Retirement System (CORS), certain local detention center officers who were employed by the county before the bill's effective date and remain employed through that date will be required to become members of the CORS. These officers will receive credit for their past service with Allegany County within the CORS. Upon joining the CORS and receiving this service credit, these individuals will no longer be members of the Employees' Pension System (EPS) and will forfeit any future benefits from the EPS. The bill also specifies that the transfer of service credit for these officers will not be subject to the usual rules governing such transfers in Title 37 of the State Personnel and Pensions Article, and if Allegany County joins the CORS, the transfer and crediting of assets will be handled according to a specific section of the CORS law.
