This bill, also known as the Farmers’ Assistance and Immediate Disaster Relief Act or the Farmers’ AID Relief Act, amends the Federal Crop Insurance Act to ensure that the Secretary of Agriculture uses specific data sets when determining if a county is eligible for indemnity payments under the Hurricane Insurance Protection-Wind Index endorsement (HIP-WI), a program established in 2020 by the Department of Agriculture's Risk Management Agency. Beginning with the 2027 crop year, the Secretary must primarily use the IBTrACS data set, which is a comprehensive archive of hurricane information from the National Oceanic and Atmospheric Administration, including details like location, wind speed, and category. However, if the IBTrACS data is incomplete, the Secretary may use an alternative data set compiled from weather stations operated by land-grant colleges or universities, provided these stations meet National Weather Service standards and other conditions are met, such as damage to official weather stations or incomplete data from other sources. The bill also mandates that the Secretary of Agriculture issue regulations and revise guidance within 180 days of enactment to implement these changes.
