This bill creates a new "Blackout" license plate option for owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, or other approved vehicle classes in Ohio. The Blackout license plate will feature a black background with white letters or numbers, and will not display the "Birthplace of Aviation" slogan or county identification stickers. To obtain this special plate, applicants must pay the regular license tax, any applicable motor vehicle license taxes, any additional fees for special reserved plates (if requested), a forty-dollar blackout license plate fee, and a ten-dollar administrative fee to cover the costs of issuing these plates. The collected blackout license plate fees and administrative fees will be deposited into the public safety - highway purposes fund.
