This bill creates a new type of license plate in Ohio called the "Blackout" license plate, which will have a black background with white letters and numbers. Owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, or other approved vehicle classes can apply for these plates. The application process will involve paying the standard vehicle registration fees, any applicable motor vehicle taxes, and an additional blackout license plate fee of twenty dollars, along with a ten-dollar administrative fee to cover the costs of issuing these special plates. Importantly, the Blackout license plates will not display the "BIRTHPLACE OF AVIATION" slogan or county identification stickers, as typically required on standard Ohio license plates. The twenty-dollar blackout plate fee and the ten-dollar administrative fee will be deposited into the public safety – highway purposes fund.
